As most members are aware, the funding for the NDAA training programs at the National Advocacy Center has been severely limited over the last couple of years. Since fiscal year 2007 the association has participated in the competitive grant process, which has resulted in far less funding than those amounts historically designated by Congress for the program. From fiscal year 1999 until fiscal year 2006 the National District Attorneys Association generally received $4.5 million from the Byrne-JAG program found in the appropriations bill which funds the Departments of Commerce, Justice and federal science programs (routinely referred to as the CJS bill) to conduct training programs at the National Advocacy Center in South Carolina. In 2006, the $4.5 million for funding was a "carve-out" of the $15 million appropriated for the Project Safe Neighborhoods program.
